I think if the NY senate were based closer to one per county rather than the current "Assembly lite" setup, it would probably have prevented the worst aspects of bail reform (at the very least count property damage over a certain amount and assault as violent crimes eligible for bail and/or let judges have discretion). Even Cuomo was running up against the law he signed.

But that would be horrifically undemocratic, even if you count Hamilton County as part of Fulton County as it was before 1965.

One per county would not withstand a one person one vote based proportional representation constitutional challenge. The current bail law has serious flaws, but like so many other American traditions, we support the idea of majority rule, until we are in the minority. elect clowns, get circus

I’m sure he realizes that, but is only speculating.

Many states did have one senator per county before Reynolds v. Sims, 377 U.S. 533, 84 S. Ct. 1362 (1964).

NYC also had two at-large council members in each borough in addition to the 35 council members from the districts.

They were declared illegal before the Bd of Estimate. (for the same reason)

Correct, I was only speculating. Even if the high pop counties got 2 state senators it would be better.

I get it, progressives want things. But being forced to compromise with a contingent that wants to not change things results in saner policy. NYS's gun control (unpopular opinion) that had to pass an (R) Senate is good. I think if the policies used for non-NYC area counties were nation-wide we'd get something that actually works (shall issue for handguns, which account for most of the crime, 10 round mag limits for everything including rifles, and storage requirements). The restrictions against AR-15 style rifles are dumb, but are essentially irrelevant.

And has been found unconstitutional.

Hopefully the legislature will see the error of its ways and broaden the definition of the term "violent" for which the get-out-of-jail-free card does not apply.

I don’t agree with any sort of georgraphic representation. One house of the state legislature should be georgraphic as now, and the other should be PR like the Israeli Knesset.

If Hamilton County had one Senator, Kings County would be constitutionally required to have nearly 600 Senators.

I mentioned Hamilton County because the NY Constitution lumps it in with Fulton County for determining the number of senators, and formerly lumped it in with Fulton into a single assembly district. There also is no Supreme Court in and for Hamilton County, with cases otherwise venued in Hamilton being brought in Fulton.

I used Hamilton County because Henry mentioned the idea of one or two senators per county, and Google told me that Hamilton County had about 4,500 residents, while Brooklyn had 2.6 million.

I used Hamilton County for the same reason as it is the least populous county in the state and is been singled out as such in the Constitution.
