South Korea does. Lack of testing kits makes it harder to control the virus because you don't know where to push hard and where to go easy. |

That should have allowed for more targeted closures, rather than the blanket closures we are seeing now. I don't see any way it would have reduced deaths, provided that some areas in the US don't run out of ICU beds. |

For instance, there were stories that the responders were not trained well enough on contagious diseases like this, and they just went wherever at the end of the day. This could be the reason why the disease eventually made its way to Washington state. |
