There is also the situation where the animal is hit, and is not only alive, but is able to run away. It would be extremely useful to be able to then hit the animal again, to avoid it having to spend hours dying an agonizing death.

You're assuming that the people didn't want the Communists, at least initially. My point was that they would not have enjoyed such broad success if they didn't have a lot of support from the populace, gun control or not.
