About time. I agree with the article's point that it's not a silver bullet but there are statistics that point to a significant reduction in complaints against the police and a decrease in general bullshit. I hope this becomes a nationwide trend, along with a reduction in harassment of people recording police in action.

One big problem will be public access to any footage taken. Police departments have been reluctant to release any video footage. This has been true even for videos they don't take.

As technology improves, I suspect that the cameras will be on all the time. This will eliminate the problem (or excuse) that the officer did not turn the camera on.

I agree there needs to be oversight, and just having a department take delivery of them isn't good enough. They need to be logged/downloaded as part of daily documentation.

Most police body cameras have their videos stored by a third party, rather than by the department itself. In a recent case in Salt Lake City, the video of a police shooting has not been released because the local DA is holding it as evidence.

Third party storage and withholding videos as "evidence" are tactics to make public scrutiny more difficult or impossible.

The rationale for withholding evidence is to prevent tampering. That argument falls flat because a copy is just as reliable for public scrutiny.

Is there a time limit before video "evidence" must be made public? How long should a DA withhold such "evidence" in the absence of a trial? How long should police withhold such "evidence" during an ongoing investigation?

There are time limits to filing civil actions. There have been too many recent instances where government has seized video footage and refused to release them to victims.

The technology itself does nothing. The police can still choose to sit on the footage, which could only make matters with the public worse by giving rise to fears of a cover-up. As Mr. Bauman pointed out, what matters is the process by which that footage in available to be viewed by outside oversight groups. Getting the cameras themselves is a good step in the right direction, but it needs a bureaucratic footing or its as good as useless.
