One more thing....if the guys not acting in a paranoid or threatening manner, why don't cops start with something like "we're investigating a call in the neighborhood..." It establishes their business being there, that this isn't a random search. That alone puts minds at ease, since it's not a random fishing expedition by the cops v. A black man. Gauge reaction and then carry on. If it's just a person packing their gear in their car, they'd likely cooperate especially if they feel they aren't being asked under a cloud of suspicion, which is minimized by stating there was a call, that it is their business to be there. |
