There are many variables when dealing with the public. I work in retail and I deal with the public everyday. When someone walks into a store, do you know if they are buying, looking or there to steal. You really don't......unless you're a MIND-READER....are you Stephen Bauman? is Jeff Rosen a mind-reader? I don't know exactly when Jeff Rosen was a cop at the 111th, but if it was before 1980, yes, there were limited resources to find out "who lives there." He said he saw the person loading up the car in the driveway. Why did he not go to a neighbor's house anywhere around the house to ask if that person knew who the person was loading the car. If not, then Rosen could of called into the station house and ran the plate on the car. If in current times, a picture might appear at the stationhouse. Then he could be told "who lives there."

If Rosen did not want to go that route, a simple:

"excuse me sir, are you related or a friend of the owner of the house? " remember, body language and the tone of the voice DO account for something here of the cop. If the cop come off as being OVERLY demonstrative, your going to get a negative response. Plus, at the time Rosen was a cop, I don't know how much training he received during the course of his tenure as a cop. Yes, they all go to a police academy before rolling out onto the streets, but training is an ONGOING EFFECT when dealing with the PUBLIC. In retail, every so often, we are updated on how to dealing with the public. Simple....plain and simple. RESPECT goes a long way.
