I guess that if the community wants to tolerate the annual carnage and hand-wringing over the aftermath

To be honest, within certain parts of the community, there's a meme of "I won't go because I don't want to be shot", and as you note, every year, there's always some negative sentiment about those who do engage in such violence, and there's rarely any pro-shooting sentiment. Regardless, if you're the type of person that's willing to possess a gun illegally and shoot somebody at a parade, no amount of middle class hand-wringing or shaming is going to work when somebody is angry, has low impulse control and feels the need to shoot somebody over an angry dispute.
