For the same reason that bush did, Clinton did, Bush before him and .....

The President is supposed to put forward his budget request as a framework for his policy agenda. Congress is supposed to work from this framework because the people elected the President to enact the agenda he campaigned on.

Since Congress doesn't want to be told what to do, they historically ignore it and follow the requirements of the Constitution. The House is to put forward what they can pass, get the Senate to agree to and the President to sign. So goes the swarm of democracy.

It is the House that is failing *their* Constitutional *mandate* to initiate budgetary bills. They will not pass anything that the other chamber will pass, nor have they passed anything the President would sign.

Simply put, if the House keeps passing Ryan "budgets" they will continue to FAIL. When they pass something rational it will be considered. Note that nobody's holding their breath.
