Blacks (and by extension Latinos, who descend from blacks and Native Americans) are less removed evolutionarily from their hunter-gatherer ancestors than whites, and as such the traits that help one to function in civilized society are much less prevalent.

Proof? Hispanics are a mix of black, Native American, and white.
