The unfortunate thing is that responsible people only have the amount of kids they can afford, and irresponsible people have more kids than they can afford, and then wind up going on assistance. (All races). It seems the poorer people are, the more kids they have. You are right, the people that can actually afford to have kids usually have less kids.That all said, your first sentence may seem to make sense, but in a free country, you can't do something like that. It borders on communism. |
