Senior Staff came up through the ranks and most were resistant to change. But NYCT was required by the Feds to begin a TQM program so several middle managers were sent to the classes. I was lucky. I took the class with Professor Fred Brodzinski, who I find extremely effective in getting the message out. In any event, I've tried to bring some TQM principles to my own little 'empire' but most would rather be told what to do, how to do it and then let them do it. Hate to say civil service mind set. |
