After reading the law tonight, I've figured out why the cities are boycotting Arizona. Essentially, the law outlaws "sanctuary cities" in Arizona. All of the cities boycotting the state are "sanctuary cities."

Other than the section that you just mentioned, which may or may not be, I believe the law (after reading the final version) is Constitutional. The "trespassing" provision is nowhere to be found on the final law.
