Except for Section 3, this is a good, reasonable law IMO. Where do I sign up to boycott entities that are boycotting Arizona?

Section 3 I have a problem with because it attempts to "patriate" federal law. I think there's a fifth amendment issue there because if a state can prosecute someone for violation of a federal law, would that person then be twice in jeopardy of life or limb and if so would that mean that the state is effectively abrogating the ability of the federal government to enforce its own laws?

13-1509. Willful failure to complete or carry an alien registration document; assessment; exception; authenticated records; classification

A. In addition to any violation of federal law, a person is guilty of willful failure to complete or carry an alien registration document if the person is in violation of 8 United States Code Section 1304(e) or 1306(A).
