I think it has to do with history and relations between the two parties(countries).

For example "Ricains" in French sounds like a natural short form for "Americains" but it is always used with bad intent. If a Japanese called a Korean "Chon" (short form of Chosen/Chosun) expect a fist fight to occur, yet many "North" Koreans* in Japan don't hesitate to call themselves that way. Chinese people would get upset if a Japanese called their country "Shina" while it's fine for other countries to call it "China", "Chine", "Sina", etc...

*Officially, North Korean nationality doesn't exist in Japan. Only South Korean and pre-Korea-War Korean nationalities. But the latter is usually associated with North Korea.
