Those are reasonable guesses based on immigration patterns.
I disagree with the steak part. I've had steak everywhere I've been and while some places have excellent steaks, no place has the depht of NY. I've never been to SoCal so I can't judge it.
I would agree in theory that Detroit probably has the best Middle Eastern food but I haven't been there either.
You can't go wrong in the DC area though.

I've had various good Creole food experiences but I will withold judgement until I eat the real stuff in NO.

Chicago and St Louis are supposed to have great German food but I haven't eaten it when I was there.
I also agree with your Americanized vs. Authentic Chinese food distinction with regard to NY/SF.

I wouldn't know where the best Russian or Korean food is because I don't care for the stuff though Ukrainian style cold-cuts are good.
I really loved Indonesian food when I was in Amsterdam and Singapore but I haven't found a place in the US yet. It's even better than Thai. I haven't found a good Hungarian place either.

I included Bengali food with Indian food in my list and lumped North African food with Middle Eastern even though Moroccan food is somewhat different.
