Maybe the answer is that arriving passengers from countries with dubious security get discharged outside the security barrier. After all, that already frequently happens (for Customs and Immigration reasons, not security) if you fly from overseas to the US and change to a domestic flight.That happens for all passengers arriving in the US. The US is one of the very few countries where this is the case. |
