This is true, but while the towns and villages were seperate entities, the "neighborhoods" were not. For example, you would be in the town of "Newtown" if you lived in Glendale, but you didn't have your own government in Glendale. It would be similar to how let's say Nassau and Suffolk are cut up. You can live in "Hicksville", which is a neighborhood, but you are in the Town of Oyster Bay, in the county of Nassau. (Of course, that used to be Queens, but that's another topic).
