Very simple. Queens's neighborhoods were, until joined to NY, parts of 4 separate cities, and before that separate villages, to which the Post Office assigned individual names (and later, Zip codes). Each neighborhood in Queens has a strong individual historic identity. Until 1898, Queens included Nassau -- each town in Nassau has its own P.O. designation.

Brooklyn's neighborhoods were all part of the unitary City of Brooklyn. The Bronx was originally part of the Manhattan P.O., and in Manhattan, again, all neighborhoods were part of the main City P.O.
