No they weren't. Neighborhoods were located WITHIN towns. (Newtown, etc). All the neighborhoods in Queens were NOT villages. Some where, like Jamaica, Whitestone, and I am sure a few others, but much of Queens neighborhoods were not incorporated villages. And many "neighborhoods" made up the towns.
