Why is it so hard to believe that there is a possibility that Robert Moses could have been prejudiced?

The question isn't whether or not he was prejudiced, but whether or not the bridges were designed to exclude blacks by making them too short for buses. The assumptions that blacks only ride buses and buses carry only blacks are ludicrous.
