I wonder how much media attention will be given to Barack's plan to give 845 BILLION dollars to a fund that helps poor countries?

You must mean the Global Poverty Act co-sponsored by Obama, Maria Cantwell (D-WA) and Chuck Hagel (R-NE), which mandates that the President develop a strategy to address "extreme global poverty," something that the U.S. already agreed to do in 2000. The House version of the bill was introduced by Adam Smith (D-WA) and Spencer Bachus (R-AL); both had bipartian support.

The $845B figure is a media estimate based on the U.N.'s Millennium Development Goal of allocating 0.7% of a country's GDP to fighting poverty, except that figure doesn't appear anywhere in the bill, and it's a goal, not a mandate. Of the 22 countries who agreed to these goals, only Denmark, Luxembourg, the Netherlands, Norway, and Sweden have met the GDP goal. The 2007 U.N. report linked above expects donations to decline, not rise to meet the goal. The $845B figure is a complete lie.
