However, punishment is determined by the statute AT THE TIME THE CRIME OCCURRED. (IINM, the law setting a mandatory 42-month sentence had been signed, but had not yet taken effect.)Rappers Ja Rule and Lil' Wayne are expected to be the first high profile persons charged under the new law. |
