That doesn’t imply that it was truly a no man’s land, it still was under the jurisdiction of the federal government.

In Cook v. United States, 138 U.S. 157 (1891), the Supreme Court upheld a murder conviction for a crime committed in the neutral strip. Congress appended it to the United States District Court for the Eastern District of Texas, but the act took effect after the murder happened. The Court ruled that ex post facto didn’t apply because it didn’t change the applicable laws, only the trial forum.

There is a place still extant within the continental United States where there may be impunity for crimes due to Constitutional strictures: The Yellowstone Zone of Death.
