Ultimately, people without proper ID are low information voters

My father-in-law, born in rural Louisiana, did not have a valid birth certificate, and he most definitely was not a low information voter.

I realize the problem is going away with time, but until the New Deal record keeping in rural areas was sometimes exceedingly poor.
