Suppose an unscrupulous party wins exactly 2/3 of the House. If they don't expel a whole bunch of minority members, in the next special election they'll probably lose their 2/3 majority.I have no objection to leaving the rule as it is. I'd just hate to see a precedent established where expulsions are done based on dislike rather than proven serious misbehavior. |
