I just checked Gemini and US Border Patrol is allowed to operate anywhere within the US, but they have additional police powers if they are within 100 miles of an international border. Until a judge stops them, I assume that it is a lawful action.

I recall seeing them in LA when Obama was President, so it's not unprecedented or maybe not even unusual. I recall my interaction with them because I thought that they acted unprofessionally.
