Not every anti-Israel sentiment is inherently anti-Semitic (though many are). Pope Francis was very consistent in what he wanted to see in the Middle East (and elsewhere).

Now if you want to discuss a pope who was probably anti-Semitic and certainly no friend to the Jews, there's Pope Pius XII. He did far less than he probably could have (if anything at all) to protect European Jewry, as most of what he did was apparently behind the scenes. In 1938, he referred to Jews "whose lips curse [Christ] and whose hearts reject him even today" in a speech in Hungary. In 1955, Pius reintroduced kneeling for a Good Friday prayer to "pray for faithless Jews." In 1960, after WWII, Pius appears to have encouraged Catholics who helped save Jewish children by baptizing them to not return these children to their families, if their families had survived the war.
