My understanding based solely on what I read is that there is plenty of blame to go around since the concept of "layered security" clearly failed. The individual should never have set foot on the PLB in the first place through the circumvention/bypassing of the boarding verification process. That the airplane was off the gate with engines running taxiing to the runway is almost besides the point. Thankfully, I think the flight attendant(s) caught the breach or were alerted to it in time even though I realize the TSA screening probably meant there was nothing concerning on the person. No matter, the coordination between the cabin crew and flight crew and between the flight crew and Dispatch needs to be absolutely clear to ensure that L.E. fully understands the situation and is in position to meet the airplane before the passenger entry door is opened unless there is an extenuating circumstance to do so. I cannot speak for Delta per se but I have been in situations requiring the aforementioned coordination. The Captain is ultimately responsible for the aircraft and the safety of passengers and crew members and has "Emergency Authority" to deviate from regulatory guidance at all levels of oversight to ensure safety.
