Less police enforcement: the biggest deterrent to people not following traffic laws is the cop pulling them over and writing a ticket while the other cars pass by. It will give them the feeling "If he was caught violating a traffic law, I can be next".

But today on NYC streets I don't see that happening anymore. The cop could get seriously injured or shot when they pull someone over today. Definitely disrespected. They are chasing down 311 & 911 calls all the time. The only enforcement, and the city makes more money from this rather than a cop stopping a motorist, is red light and speed cameras.
