Penn Central was top heavy with duplicate freight lines in many areas.Duplicate lines meant duplicate redundant crews and maintenance with a huge payroll.. They were more than happy when Amtrak took over long distance & commuter services were spun off to state agencies. When Penn Central was forced to include the New Haven in the merger, that was just another ball and chain around the neck. The govt had no choice but to bail PC out. |
