A speech impediment makes it difficult for you to say the word you want to say. It doesn't generally cause you to say a totally different word.I'm not sure what kind of condition it is when you say "Congressional Black Caucus" when meeting with and intending to refer to the Congressional Hispanic Caucus. I suppose the key question is whether the rate at which he says such things is increasing or not. No one seems to be interested in determining that. |
