In the 1983 NYPD sergeant's test a law suit determined that any minority that scored over 50% will be promoted over non minorities. That started the term quota sergeant in the department. I even remember a quota sergeant who said to us not to park in front of fire hydrogens!!Since we never knew anyone's scores the worst were the minority sergeants who scored very high but because of their race were still considered a quota sergeant among the ranks. We had a sergeant who had 2 PHD's and scored very high on the sergeants list but I bet there were a lot of cops who didn't know that and stereotyped him as a quota sergeant. |
