It said nothing about the slave fighting. But it did only free slaves held in Confederate states. There were a couple of slave states in the Union, and slaves there were not freed by the Emancipation Proclamation.

And of course, as a practical matter, people held as slaves in the Confederacy weren't actually freed until the Union took control of the area where they were, which is what famously happened on that June 19th.
