Things got bad because of structural racism, which translates to intentional neglect of minority neighborhoods like ENY. This, in turn, opened up the Pandora's box of drugs, guns, and chaos that characterized the 1980s in ENY and other sections of the "inner city".

InB4 you say I "put race into everything". The reality is that race is a factor in almost all people activity in America, and has been since the 19th century.
