Minority neighborhoods historically get reduced city services, tend not to have good schools (teachers don't want to be assigned there, so these schools become punitive transfer sites), and have lower tax bases, so they don't have the kind of political pull that places like the UES do. Because housing projects are overwhelmingly located in minority-majority neighborhoods (the Pomonok Houses in Flushing and the Lincoln Houses next to the Met are exceptions), these areas also get short shrift in things like street maintenance and urban planning. This is just a small set of examples.
