Then why in the Wisconsin election, where mail-in was banned, they flipped the state supreme court to democrat ? There is not usually much enthusiasm for such an election in the Spring. 99% of polling places in democratic Milwaukee were closed.

What you have are percentages. There are more Democrats than Republicans to begin with.

Utah has 90% mail in. Democrats seldom win there. Mail-in benefits rural Republicans. Notice that Trump has no problem with mail-in in Red states.
