Yes, I expect that most people would be willing to accept, say, a 1% chance of dying in the next month for a 99% chance of being able to just live their lives as before.

I can accept that.

It's the 2% chance (just a guess, but justified by the facts) of remaining alive but permanently disabled with extremely limited respiratory ability that I am not willing to accept. Both of my parents had long term COPD and it's pretty miserable.

By the way, 1% is 3.3 million Americans. Many of those 1% would end up dying painful deaths on gurneys in hospital corridors. There wouldn't be any end-of-life palliative care available for the vast majority of them.
