Note that Manchin and Collins aren't actually unpredictable swing votes.It's been a long time, if ever, since Collins defeated a Republican piece of legislation by her vote. And similarly, Manchin only votes with the Republicans when doing so doesn't change the outcome. They aren't swing votes, they just play them on TV. |
