What works somewhere else doesn't always work here, for reasons that aren't immediately obvious.Though to counter your point about dense vs sparse: it's easier to establish a high speed ROW through sparse areas than urban ones, so if anything it should be cheaper to construct. Texas and CAHSR both fit this bill, and the private vs public debate will be settled when we see which (if either of these projects) takes the first paying customer between its endpoint cities. |
