Typically, junior members of the majority party preside so they can learn parliamentary procedure. Same in the Senate. Representatives and Senators from MD and VA are also assigned with some frequency to gavel a chamber in to and out of session for the purpose of preventing recess appointments or other things that might trigger due to the chamber being out of session, regardless of seniority.
