Even though I'm a pernicious Jew, here are my 2 cents.

The reason why Easter isn't promoted the way Christmas is, is that Easter just isn't a very happy holiday. Although Easter marks the day that Jesus defeated death and arose from his tomb, it is preceded by the most somber times on the Christian calendar - Ash Wednesday, the Lent season and then Good Friday, the saddest day on the Christian calendar.

Holiday sales promotions need a good, long run-up. That's why Christmas sales start in October, months before Christmas day. I don't think anyone wants to promote Easter during its run-up period, since that is Lent, when people are supposed to be giving things up in atonement and then Good Friday. It would pass the boundaries of good taste, even for ad agencies.
