This is right out of 1960's Deep South:

"yelling out racial and homophobic slurs"
"poured an unknown chemical substance on the victim,"
"put a rope around his neck"

In another article, it is said that Senators Harris and Booker were co-sponsored of an anti-lynching bill that cleared the Senate last December (after years of failed attempts to do so), and which now lies with the House.
