That is because it is easier for Republicans to do. Democrats tend to live in clusters so any neutral looking district populationwise will tend to favor Republicans if you start with clustering the Democrats in the big cities and working your way out from there. In New York, if you start with Manhattan, Brooklyn, and Bronx and focus on getting as many solidly Democrating districts as you can there it will leave more Republican districts elsewhere and provide an overall Republican lean to state delegation versus the actual voting numbers |
