Nonsense. What studies do you have to back that up? Every kid I ever knew growing up in NYC got drunk & stupid as a teenager at least once...or twice & still grew up to be good solid family raising professional people. They either went on to College or got their asses shot off in Viet Nam.

We'd go to dances at the old "Martyr Christe" HS in Astoria & some guys (and girls) would get into serious grinding as hormones raged.
The Brother in charge of the dance would come over & try to pry them apart saying "Make Room for the Holy Ghost"
Point being, if you go back to teenage years & check out how many guys (& girls) got into touchy-feely situations, you'd have nobody elected to anything.
As for Kavanaugh, AFAIK, he's been thru at least 6 FBI backround checks & come up clean.
