I don't know what history you reading, but welfare was designed for what I said it was and the projects were designed for the working-class Jewish Italian and Irish families that wasn't working poor at the time in New York City. The first projects was a ten eyck houses in Williamsburg, Then followed by some on the Lower East Side |
