It reminds me of an incident decades ago at an NYC zoo (I forget whether Bronx or Central Park) in which numbers of captive zoo birds were being killed inside their open air (but caged) enclosures.

When some said that the birds have to be put inside secure enclosures others said this would be a terrible concession to violence in society.

But at least one person said that in a society where people will no longer control their own impulses we have to consider physical barriers.

I may be recalling the details imperfectly but that's the gist of it.

So in Berlin. If that society can not or will not count on the restraints of civilization to prevent mass violence against women in a celebration, we may need to offer women a "cage," not to keep them in, but to keep the thugs out.

I can't think of a way to put it more politely.
