If that society can not or will not count on the restraints of civilization to prevent mass violence against women in a celebration, we may need to offer women a "cage," not to keep them in, but to keep the thugs out.I can't think of a way to put it more politely. No need to put it more politely. In performing a major humanitarian act, Germany inadvertently let in a whole bunch of thugs. Now Germany has to figure out the best way of preventing the thugs from doing more damage without destroying the political progress it has made in the last 100 years. The "cages" obviously aren't an ideal approach, and they may not even be a good approach. But maybe they are a good short term solution. They are certainly a better short term solution than returning to authoritarianism. In the longer term, the goal has to be to make it clear to the thugs that their behavior will not be tolerated, and that there will be severe penalties for engaging in it. |
