Sounds like a convoluted version of a parliamentary system.Who would remove/dismiss a council member? And under what criteria? The same as impeachment or just for loss of confidence? Who would be directing/coordinating them if the President is just a figurehead? A prime minister by a different name? Who does he/she answer to? Who is in charge of the "nuclear button"? |
