As far as I know, this is strictly DeBozo's idea. I have zero trust in his motives. Knowing him, I got a suspicion that he has the fantasy of having the area developed by some real estate speculator after getting a fat under the table envelope. Similar to what he tried to pull off with the carriage horse stables.
Also sensing that he is not the brightest bulb in the chandelier,inasmuch that he might not realize that there is little desire to build on land that is bounded by an airport & Potters field.
But IMO what might work there is a casino.
