Raccoons and foxes are not domesticated animals.

What would be your criterion for banning an breed? I agree that a greater percentage of pit bulls injure people than German shepherds, but if the percentages are (just making up hypothetical numbers here) 0.8% and 0.3%, where do you draw the line? How do you even get good statistics to make the law. And what about mixed breeds?
